Alther's Mill

Open Lucius's Lockbox, recover the Token of Thievery and return it to Lucius in Lakeshire. A Level 16 Rogue Quest. Rewards Certificate of Thievery.

In the room is a box marked "Lucias's Lockbox". There's also a number of practice locks. Use the practice locks until you reach level 75. Once you reach about 25, you will never fail again. Once you reach 75, you can open Lucias's lockbox. I'm stil not sure what the certificate is for, but I got 1550 XP for finishing the quest.

Rogue lockpicking quest

He will give you your thieve's tool, but then you will also need to obtain his Token of Thievery from a lockbox that's located at Alther's Mill just outside of the town of Lakeshire. Set your hearthstone for the Inn at Lakeshire. To get to Alther's Mill, you need to take the road north out of Lakeshire, away from the bridge.

Once inside the mill, I was never attacked and was able to focus on just lockpicking. By standing in location on the screenshot, I was able to pick 4 lockboxes without having to move which was nice. This was especially handy around level 65, which is when the lockboxes went green, because from then on it took multiple boxes to level up.
