Round column mill drill head stuck please help

I removed the collar that goes over the bearing and the circlip groove is messed up. The circlip was broke. I'll have to go to town and get another. Yet this doesn't explain why the head won't move. Will that assembly come out with a puller? I can't find a good diagram that is useful. The machine is a Smithy BX 288.
